It's rather hard to do that though.
you _really_ want me never to type
saxon file.xml file.xsl
or double click on an xml file to send it to IE or mozilla?

In either case the base URI of the file is likely to be a file: URI and
this URI is directly visible from an XSLT 2 stylesheet and has
observable effects from an XSL 1 stylesheet or various other API.

I never want to enter file:: uris directly but I do a lot of XML
processing on local files and some URI scheme is needed for that.
