Error in displaying XML

Hi..
 I m getting this error when I try to display maintlf.xml on IE browser - 

Required white space was missing. Error processing resource
'file:///C:/ccm_wa/PHOENIX~PHOENIX_PHASE1_smanoj_win32/PHOENIX/config/code/x
mlconfig/test/maintlf.dtd'. Line 12, Position 18

Here is maintlf.xml -

<!DOCTYPE Server SYSTEM "maintlf.dtd">
<Server name= "ser" xmlns:xi="http://www.w3.org/2001/XInclude">
	
	<Subsystem name="tlf">

	</Subsystem>

	</Subsystem>

And here is maintlf.dtd -

Cud anyone tell me whats the error I m making here...
