That's correct - in the WS-Federation spec it states

"This WS-Federation Specification is an initial public draft release and
is provided for review and evaluation only. BEA, IBM, Microsoft, RSA
Security and VeriSign hope to solicit your contributions and suggestions
in the near future."

I think the reasoning is that the spec is not yet ripe enough for public
comments.

Status:

- WS-Security: Currently being developed under OASIS.

- WS-Policy 1.1: Is (according to recent news) intended to be moved into
an open standards body in the future

- WS-ReliableMessaging: Also headed for an open standards body. Recent
Microsoft announcement:

Authors of the WS-Reliable Messaging (March 13, 2003) specification (the
"Specification") are hosting a one-day meeting on July 15, 2003 to
discuss the Specification and general thoughts about the problem spaces
addressed.
 
This Workshop is an ad-hoc, open forum for 1) Specification authors to
share background information on the design of the specification and to
receive feedback and 2) software vendors to discuss their ideas about
the practicality of implementing the Specification.
 
The authors of the Specification intend to submit a revised version of
the Specification to a standards body with a commitment to grant a
royalty-free license to their necessary patents.  We need assurance that
your feedback and discussions are consistent with that goal.

So that is 3 out of (approximately) 18 GSA specifications. My hope is
that more GXA specifications will follow suit.
