Could be true.  It's also true that what is "metadata"
within the context of an authored document may be
"data" from the perspective of a reader/user of the
document, even if the author's (or document's) perspective
is otherwise.  I think it was Steve DeRose who said
in my hearing:

 "Your metadata will always be someone else's data."
