As I recall, it was what happened during the testing of implementations of SVG 1.0. No single implementation had implemented all parts of the SVG 1.0 specification. In fact no single implementation, as far as I know, implements all of SVG 1.0. Of course that doesn't preclude the possibility that for some specifications an implementation (or several implementations) will implement all features. Andrew Watt
