At this point, I'm not convinced the unique names requirement was all
that great an idea either.  On the other hand, it's at least easier for
me to see than "order must be treated as insignificant", which seems to
be the most common translation of XML 1.0's "Note that the order of
attribute specifications in a start-tag or empty-element tag is not
significant."
