I don't see anything wrong with your schema doc't, and neither does
XSV [1]. The IMS schema has many violations of the UPA constraint,
but that doesn't seem connected with your problem. You might try
simply removing the xmlns:xml declaration, which isn't necessary, and
see if that makes XMLSpy any happier.
