The consensus seems to be that standards-makers say that ID/IDREF
are useless for anything, but everyone else happily uses them: they seem 
to reach the 79/21 mark (at least for resolved documents with local
links). 

Also, there are people who try to label the arcs of documents rather than
the individual nodes. I think Schematron is used like this.
