Okay, this is weird.  Change the file parameters to:
<?xml version="1.0" encoding="utf-8"?>


<!DOCTYPE svg
  PUBLIC "-//W3C//DTD SVG 1.0//EN"
"http://www.w3.org/TR/2002/REC-SVG-20010904/DTD/svg10.dtd">
<svg xmlns:xlink="http:///www.w3.org/1999/xlink" width="127" height="117"
viewBox="0 0 637 589">

   <image width="50" height="50" xlink:href="./test.JPG" />

 
</svg>


Now I see this at the very bottom?
