Daniel is correct about that long-standing lack of inheritance.

I did concoct a scheme recently which explicitly includes the inherited
declarations:
http://simonstl.com/ietf/draft-stlaurent-xmlns-local-frag-00.html

Even before the latest drafts I had some misgivings about it, as it
punctures the seal separating the URI reference from its environment,
but I suspect we're going to have to re-examine those issues at some
point in any case.

Of course, using the new approach, it's now quite amusing. Instead of:
#xmlns-local()[restOfXPointer]

we now have:
#xmlns(ns=http://simonstl.com/ns/bogus)ns:xmlns-local()[restOfXPointer]

Not much of an abbreviation, really.
