Yes, but the bad policy is not in generally favouring a particular technology stream, but in absolutely favouring one. For the life of me, I cannot see why a government agency would mandate technologies for which there are few open source tools: it seems they will be locking themselves into spending on proprietary tools. They have been suckered. Pity the government people attempting to use XML Schemas for publishing uses! Cheers Rick Jelliffe
