The HTML WG has resisted efforts to add to or modify our own list much over the past few years (we've declined to add z-caron, recently because of it), but I don't think anyone from the group has asserted that the W3C should just rubber stamp our list. What I'm most interested in is a means of using such a list (whomever defines it) in a way that doesn't require gymnastics like internal DTD subsets.
