early HTML/HyTime

It's not directly connected to the current HLink discussion, but there's
some interesting interaction between HTML and HyTime way back in 1994
described in this piece by Dan Connolly:

The first half is likely just review for XML folks; the second half of
the document is more HyTime-specific conversation.
