No, but a lot of sane and perfectly workable solutions do.
That is why they have that well-earned 30 billion. 

HTCs work rather well.  So claims made that MS doesn't 
work on improving the browser are false.  Also, there 
are examples there of xml structures for GUI objects 
that are more real (say running code), quite powerful 
and easy to apply.   Ummm... perhaps not standard, but 
standards that don't make it to the street aren't of 
much value to the developers, users, or the web 
community in general. Is it a Devil's Bargain simply 
because of this or because you don't approve of it?

Again, the web architects have become what they so 
publicly loathe.
