I hope you won't mind the plug, buts that's something that the ISO DSDL
project is tackling under two different angles:

1) It's discussed under "part 4 - Datatypes"
2) It's supported by my strawman (code name xvif) for "part 1 -
Interoperability Framework".

The example 12 [1] given in this strawman [2] shows how to use xvif to
localize dates using either regular expressions while the example 12 [3]
does the same with XSLT.


(Please note that xvif is a personal prototype and implementation to
illustrate what could be the interoperability framework and has no
endorsement from the ISO.)
