WSDL isn't capable of doing what you want, not having adequate descriptive semantics and all that. At best we'll be asking the publishers of WSDL to abide by the webservices variant of Liskov substitution. At worst you'll have DLL hell, as Tom rightly pointed out. DAML-S or FIPA-ACL might be a closer fit. But I observe the fun is not in the service description language of choice, but how we'll have to build the software that can process these descriptions and act accordingly.
