My world is rife with 80's think. Believe it or not, the PS arena is just now coming to grips with HTML and sort of XML. A lot of the costs of the public safety systems are in the extraordinary costs of local site customization in lieu of strong and effective data and reporting standards. One can get away with tag soup only if a "winner" emerges in both the data standard and the vendor that can force the application on the market as HTML was forced followed by the victory of IE. For all intents and purposes, tag soup will always result in that scenario. I'm not disputing that authoritative schema are best *if* they can be agreed upon and enforced, just arguing that "tag soup" beats non-"self-describing" alternatives such as CSV if they can't.
