Robin Cover's Cover Pages has a whole section dedicated 
to this topic.  Don't be embarrassed by the newbie status; 
every newbie asks this at least once and that is why 
there is that section in the Cover Pages.

This is sort of a newbie question but one that I never fully understood or
maybe just don't know how to explain it to others. 

When should one use an element and when should one use an attribute?
