Well, of course the issue is, how much work is it to spread your datatype
library. There is a standard interface for libraries written in Java
(or Java-compatible langs), but if you don't have the library, you can't
validate documents with schemas that use it.
Most existing schemas use only the built-in library ("string" and "token")
and the XML Schema library.
