Ah that's a different policy. Having a date in the URI does not imply it will change when a version changes, that is definitely the case. But conversely every W3C language is now requirred to state the policy of when it does expect to change the namespace URI which can be various things basically ranging from as often as possible to as little as possible. I disagree with your assement by the way. Changing namespaces is changing every named construct in the language. ie it's not a new version it is a completely different language. Sometimes the changes are so radical that that is what you want, but usually it is not what you want. This is the heart of the (in)famous three namespaces for XHTML debate.
