Yes, you have to be prepared to follow a few indirections: The XPath data model [3] defines the base URI property in terms of the [base URI] property of the InfoSet. The InfoSet [4] says that certain information items have a base URI property, and says that they are computed as defined in XML Base. XML Base [5] defines how the base URI property depends on xml:base.
