Probably for the same reason I can't post without a nasty hack to my exim 
config to fool the list manager.

I've complained about this before, and the list manager at the time just 
shrugged.  This mailing list tries to block spam by looking at the message 
envelope rather than the content-level (i.e. sender or from) headers.  This 
means that the *many* people, such as me who dial up on a system that sends 
mail directly are out of luck with regard to posting to this list unless they 
hack theur MTA to fool the list (maybe this would be a valid restriction on an 
MTA-guru ML).  I have seen no other mailing list with this problem.  The 
www-rdf-* MLs and Mailman-hosted lists, for example, when configured to accept 
from subscribers only look at the content-level headers and there is no 
problem, and also no spam.  Spammers usually don't want to get to a specific 
mailing list badly enought to tailor their curcumventions to that mailing 
list, and if spammers decided they wanted to circumvent XML-DEV's protections, 
they could do so in the same way I did.

Why can't OASIS or whoever use one of the many better options available for 
mailing list adminstration software, or at least file a bug to fix the problem?
