That's saying that if XML schema has any kind of revision, then the name of every schema construct should change. Do you also hope that if there is an XML 1.1 that <!ELEMENT and <!ATTLIST no longer work and XML 1.1 has different names for these constructs? I see no difference between changing the namespace for W3C schema and saying that in XML 1.1 the syntax is now <!ELEMENT.1.1 or something.
