XUL Fool?

I have done some work implementing a XUL engine in Java long time ago.
Now that Mozilla 1.0 is released, I went back to take a look at what
final version of XUL looks like.  Much to my surprise, I could only find
old documents, a half finished spec for XUL 1.0, and countless
differences in old documentations.  There is no final spec, no DTD nor
schema.

What is going on?  Why is Mozilla neglecting XUL?  Could someone from
Mozilla or Netscape provide some insight?
