Just so.

Do something small enough to be done in about three months.
Simple ambitions must be rewarded by easily recognized successes. 
One way is to nest goals such that each one will succeed 
on its own merits but build for the next success.  That way, 
come showtime, if you have to drop a few numbers from the 
act, the show goes on and no one but the players know.

It isn't the size of the problem, the size of the audience, 
the roar of the applause, none of these.  It is the obvious 
problem of motivating individuals by a means that amplifies 
itself.

If we look at successfull open source organization such as Apache or
Debian, one thing which I find interesting is that they have started
very modestly and I think that the value they may have reached had been
proven rather than claimed from the beginning.

probably start with a couple of specs to see if (and hopefully prove
that) this might work.
