This question may be better-suited to the XSL List[1], but:

An XSLT stylesheet is an XML document, and subject to all the same 
rules.  So you can do:

<!DOCTYPE xsl:stylesheet [
<!ENTITY nbsp "&#xa0;">
]>
<xsl:stylesheet ...>
   ...
   <xsl:text>&nbsp;</xsl:text>
   ...
</xsl:stylesheet>
