No.  One builds a free viewer because information represented in the
that rendering type has value beyond the scope of the rendering and
the rendering amplifies that value.
 
The problem of having only one choice of viewer is constraining
predatory behavior after the data type has colonized niches
that have contiguous boundaries to sensitive ecosystems.
 
Poking Adobe in the eye just makes the other side more
willing to commit irrational acts at some cost to resources.
It builds nothing but bad karma.   If one tactically thinks they
will waste valuable resources, one considers them naive.
If one thinks they may withhold future cooperation, one
understands what is of value.  By controlling patents, they
have a control over MS.  That is why MS licensing works
as it does.  At some point, in a contract over some
scoped set of behaviors, the threat quotient must come
to a tolerable value, ideally, zero.

I assume MS isn't blind to the fragmentation of user agent platforms and SVG provides a solution to that problem. If MS can give Adobe a poke in the eye at the same time, well isn't that enough incentive for MS to develop a free SVG viewer? :)
