Isn't this what the xml:base attribute is signifying on the document element?

<html xmlns="http://www.w3.org/1999/xhtml" 
        xmlns:xlink="http://www.w3.org/1999/xlink"
        xmlns:rddl="http://www.rddl.org/"
		xml:lang="en"
		xml:base="http://www.rddl.org/">
...
