You could use SQLXML Bulk Load to load into a SQL Server database and then use DTS from there to put in the Oracle database.  But just in case you want to do this kind of thing without buying SQL Server, I would recommend at least buying Steve Meunch’s book:

http://www.amazon.com/exec/obidos/ASIN/1565926919/qid=1015269357/sr=8-1/ref=sr_8_7_1/103-9043654-8727803.  It is quite a comprehensive guide.  Chapters 5 and 12 cover a bunch of different options for loading XML files into the database, depending on what you are trying to do.

You could try XSU, which comes free with Oracle. We've successfully used it for fetching data using a servlet which takes the SELECT statement as a parameter, but I don't know how well it works for loading (ie, whether it takes care of decisions like UPDATE vs INSERT.
