He might be.  The public safety agencies proceed as 
they have with more awareness of alerts and 
more focus on integrating intel, getting compatible 
communication systems into place, and working on 
more in-mobile communication types (eg, compatible 
video).  We are quite mindful that we have work to 
do in these areas and mindful that we must balance 
our needs for Homeland Defense with our freedoms. 
We are able and were working these problems before 
9/11.  A lot of progress is being made.

The unserious  bit is the continual antagonism 
of police and court systems.  They are antagonists by 
design, so that isn't a big deal.  Vocabulary standards 
to help these people interoperate (eg, LegalXML) are 
being developed, and those that help the Federals 
coordinate with state (eg, JusticeXML) are as well.

Again, there is possibly more humor than anything in 
a thread about 'software fortresses' for business  
but as Michael mentions, there are good methodologies 
out there.  Problem is, there are lots of human quirks 
as well that get institutionalized and woe unto the 
cherry designer that wades in unaware.
