This is more or less what the TransQuery effort is addressing. There has already been some (temporary) public discussion (anyone can subscribe) about a potential OASIS TC. This discussion is covering a number of the technical issues, so you might want to take a look. Basically, instead of a "quick 'n dirty hack of XPath 1.0 + a join syntax + an update syntax", it looks at using XSLT (1.0) for all of the above.
