That is because DTDs do not know about namespace prefixes,

or the magic properties of xsi:* to Schema.  You must declare these
attributes in your DTD by adding the following (at minimum):

<!ATTLIST personnel
	xmlns:xsi CDATA #IMPLIED
	xsi:noNamespaceSchemaLocation CDATA #IMPLIED>
