There is no schema to validate the whole document.

Full stop.

Whether or not this is an omission in the XML model of having lots of
intermingled documents, I don't know - the semantics of this intermingling
are a bit undefined, as far as I can tell.

But I don't think there's anything wrong with RDDL :-)
