Many of these best practices are the same as guidelines for
developing distributed systems back in the old client/server
days.  Particularly #3, 4, 5, 6 and #1 under "Interoperable
Web Services".

I suspect the final list will mirror good design rules for
any distributed system - not necessarily ones that are XML-
based.
