Well there are many schema languages to chose from not just the w3c schema
language.  I think that schema languages are lot more widely used now a days,
but the best answer I can give you is to see what your needs are, and to go with
what suits your needs.  I would personally recommend using a schema.  More and
more parsers are supporting schema and it gives you more room to breathe than a
DTD.
