XML Schema does not advocate dereferencing a namespace URI to retrieve the schema. You may want to, but you probably shouldn't. There are different methods for locating a schema for an instance. The most straight forward is adding an xsi:schemaLocation attribute in you instance. This attribute takes pairs of namespace URI and schema URL. Section 4 of Schema Part 1 actually does a pretty good job explaining all of this.
