Well, okay.  But this is just my say-so, *not* speaking for the
Core WG.

Section 2.11, paragraph 2:

<p>To simplify the tasks of applications, the characters passed to
an application by the XML processor must be as if the XML processor
normalized all line breaks in external parsed entities (including
the document entity) on input, before parsing, by translating
<del>both</del><ins>all of:</ins>
the two-character sequence #xD #xA
<ins>, the character #x85 (NEL), the character #x2028 (LS),</ins>
and any #xD that is not followed by #xA to a single #xA character.</p>

Note that this does *not* affect whitespace within markup.
