Hi All, 

SAXParser (v1.3.1 & v1.4) defines a feature of dynamic 
validation, but I am unable to set this feature. Setting
this feature throws a SAXNotSupportedException. 

I want validation of XML documents only when a DTD is 
specified, otherwise not. How can I achieve this?
