How can i assign the value of an tag attribute using XSL?

i try below but it did not work (with xsl not xslt)

<xsl:for-each select="INSERT_PAGE/ROW">
   <input type="text" name="{NAME}">
</xsl:for-each>


NAME is the subtag in the ROW.
