Maybe, but anyone can make up a URI. An auditable
identification may not be able to work that way.
In other words, are a URI and a GUID the same
entity, or can the same operations be done with
both?

In very secure systems, auditable transactions are a key
requirement to ensure traceability. How much
openness can the transaction withstand?

I haven't dug that far into Hailstorm. No
time. But someone might want to take this
up as an XML-Deviant article or somesuch.
It is a separate issue from copyrighting
the schema though.

Is this a Hailstorm discussion or a URI discussion?

Maybe it's both.
