This is the most reasonable option. Having read the arguments back and
forth, I don't see the harm in passing both the base URI and relative URI
separated by a '/0' when this feature is set to false as is suggested by
http://lists.xml.org/archives/xml-dev/200106/msg00349.html. I can see
benefits to this approach.
