These are my two cents worth of opinion:

I think i am personally happy and at the same time sad to hear this.

I am happy to see the sincere efforts of a group materialize into a
recommendation.
I am sad at the fact that operations are not supported to any extent, and
i am quite sure XML schema with operations will be "poorer" than
relational databases at data modeling.
