Thanks to you both for the pointers.

Got xml-mode to load automatically.
But the doctype problem remains.

I found 'sgml-catalog-files' with value: 
  ("CATALOG" "d:\\Xemacs21.1.13\\xemacs-packages\\etc\\psgml\\CATALOG")

Got web-app_2.2.dtd from 
	http://java.sun.com/j2ee/dtds/web-app_2.2.dtd
	
Saved it to:
	D:\Xemacs21.1.13\xemacs-packages\etc\psgml\web-app_2.2.dtd
	   where other DTDs are.

Added:
	PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.2//EN"
web-app_2.2.dtd
to 
	D:\Xemacs21.1.13\xemacs-packages\etc\psgml\CATALOG
And restarted.

Still the same error.  

Do I need to change the doctype declaration in the web.xml file?
(I tried pointing the doctype directly to the local web-app file,
but that didn't work either.)

Perhaps a snipett from your working CATALOG file would show a solution.
