zip-people!

(sorry, couldn't resist. Back to reality...)

The idea is sound, but including compression and encryption *within* the
data files is questionable; there is a justifiable (but also
attackable) argument for putting encryption and compression at the
transport level, rather than the encoding level.

Also, chunks are given numeric IDs, rather than human readable names; this
means that uses of the format aren't particularly meaningful without
external documentation stating the allocation of numeric IDs.
