Every W3C member company is permitted to submit a "vote" on any technology 
as a part of it's going from PR to Rec.
However, those votes and comments are NOT in the "public W3C record" (if 
that is meant to be that any Joe on the Net can go look at who "voted" in 
what manner and made which comments).
