Isn't this what the version attribute in the <?xml ?> declaration is for?

Sounds less like errata and more like a job for <?xml version="1.1"?> to me
...

Also, unlike (almost?) all the other XML errata, changing this 
would actively break pretty well every deployed piece of XML
