I understand that W3C typically expects membership from organizations,
which when get a seat in the advisory committee. If I understand the
rules correctly, an member can delegate individuals into working
groups.

They also have the Affiliate Membership, which they say is suitable
for individuals; it appears that this is a membership class that is
also available to universities.
