XML Document - DOCTYPE vs Schema NS

1.  Is it valid for an XML document to have both a DOCTYPE tag and a schema
namespace?

2.  If it is valid, which takes precedence for validation purposes, the DTD
specified in the DOCTYPE, or the schema defined in the namespace?
