It aggravates it quite a bit. First of all, some of 
the observed latencies for XSLT processing are counted 
in seconds on otherwise not-loaded servers -- much 
longer than network latencies on modern Internet links.
Second, even with long latencies, throughput is still 
very important and directly affects the number of 
transactions per second a given system can handle.
