Under the VRML97 process and in the X3D/VRML200n process, the spec has been available at every stage of the process. The standard drafts have been as well. It is the final published from of the standard that becomes ISO property under the ISO copyright as I recall and given that the specification version is freely available, there is no impediment to companies or individuals who need the information without paying for it. One of the things mentioned was that, when negotiating the terms under which an existing specification was taken into ISO, this was something that could be taken into account. I can't remember what spec the speaker was talking about, but he said that, after it had gone through the ISO process, you could get the resulting spec free from his organization's Web site or pay ISO for it.
